This is why they have given these reservations because they have suffered a lot.
I also understand your concern is also valid. As this is a rule that already exist since ages, we can’t really change it or do anything about it. Rather than blaming the government for this rule we all can accept it and do what we can to achieve our dreams. Treat these things as hurdles that you have to cross to get admission in your dream colleges and give your 100% efforts.
This time it didn’t happen but next time try harder and determine to yourself that you will get admission in your dream college next year.
